D. The Mayflower Compact was the first governing document of Plymouth Colony. It was drafted by the Pilgrims who crossed the Atlantic aboard the Mayflower, seeking religious freedom. It was signed on November 21, 1620 (N.S.) in what is now Provincetown Harbor near Cape Cod.

No? Okay, then I'd have to go with D, also. I believe A was later, they probably didn't need or want a governor at the time, and definitely not C, they sailed to America to escape religious persecution (the Church of England was the Catholic Church, the pilgrims were Protestant.)





Also, a compact is another name for a charter.
