The answer is the Mayflower compact. However, it wasn't signed until the pilgrims reached Plymouth. The expedition didn't have a patent establishing laws and rules which led some people believe that they could do what they wished.





To fix this, the settlers drafted the Mayflower Compact which promised "for the general good of the Colony unto which we promise all due submission and obedience." It was ratified by 41 adult males. A patent had finally been developed in November when the pilgrims had already settled.

Reply:The Mayflower compact. Interestingly enough the Cumberland settlers in middle Tennessee two centuries later would sign something similar, the Cumberland compact. Basically both were a signed statement of both freedoms and responsibilities by the males of age.
